4. Analyse onderwijsscores

In dit hoofdstuk beschrijven we ontwikkelingen in onderwijsscores door de jaren heen.

4.1 Beschrijvende statistieken onderwijsscores

Tabel 4.1.1 toont beschrijvende statistieken voor onderwijsscores uitgesplitst naar jaar. De gemiddelde onderwijsscore is de afgelopen jaren licht gestegen. De grenswaarde, dat wil zeggen de onderwijsscore waarvoor geldt dat landelijk gezien 15% van de onderwijsscores onder deze grenswaarde valt, is vrijwel constant over de jaren. Ook de gemiddelde onderwijsscore van de onderwijsscores onder de grenswaarde is stabiel over de tijd. Het gegeven dat deze drie statistieken redelijk constant zijn over de jaren betekent dat bij een constante leerlingpopulatie van een school, constant in termen van zowel leerlingenaantal als omgevingskenmerken van leerlingen, de achterstandsscore over de jaren heen vergelijkbaar zal zijn.

4.2 Verdeling onderwijsscores

Figuur 4.2.1 geeft de frequentieverdeling van onderwijsscores. De figuur laat zien dat hogere onderwijsscores relatief vaak voorkomen in de meest recente jaren en lagere onderwijsscores relatief weinig voorkomen in de meest recente jaren. Dit is consistent met de eerdere bevinding dat de gemiddelde onderwijsscore is gestegen over de tijd (zie paragraaf 4.1). De vorm van de verdeling met pieken en dalen wordt veroorzaakt door de manier waarop de onderwijsscores zijn berekend en in het bijzonder doordat de omgevingskenmerken die zijn gebruikt voor het berekenen van onderwijsscores, discrete variabelen zijn.

4.3 Verdeling verschil in onderwijsscores: gehele populatie 

Figuur 4.3.1 laat de verdeling van het verschil in onderwijsscores in 2020 ten opzichte van 2019 zien. Deze figuur is net als de figuren in de paragrafen 4.4 en 4.5 gebaseerd op onderwijsscores van leerlingen die voor beide jaren beschikbaar zijn en die dus in beide jaren op een basisschool zaten. Het algemene beeld is dat onderwijsscores weinig variëren tussen de jaren. Voor ruim 62% van de leerlingen zijn de onderwijsscores tussen de jaren 2019 en 2020 gelijk gebleven of hooguit met 0,1 veranderd. Een klein deel van de leerlingen laat wel substantiële veranderingen in onderwijsscores zien. Zo zijn de onderwijsscores voor bijna 15% van de leerlingen tussen de jaren 2019 en 2020 met tenminste 1 veranderd. 

Onderwijsscores kunnen van jaar op jaar veranderen door een verandering in een of meer omgevingskenmerken van de leerling of doordat onderwijsscores geïmputeerd zijn en het imputatiemodel in de opeenvolgende jaren verschillende uitkomsten geeft. Dit laatste effect komt doordat in het imputatiemodel voor de onderwijsscores de best passende donor wordt gezocht om daarvan de onderwijsscore te imputeren bij het kind waarvan geen onderwijsscore kan worden berekend. Door (kleine) veranderingen in de achtergrondgegevens die hiervoor worden gebruikt, is de kans reëel dat in een ander jaar een andere donor wordt gebruikt. Bijvoorbeeld, het opleidingsniveau van ouders kan veranderen door een nieuwe registratie van een hoger opleidingsniveau, het beschikbaar komen van nieuwe data uit de Enquête Beroepsbevolking (EBB) of variatie in de uitkomst van het imputatiemodel in het geval van imputatie van het opleidingsniveau.

4.4 Verdeling verschil in onderwijsscores: per methode van imputatie onderwijsscores

De figuren 4.4.1 tot en met 4.4.6 geven de verdeling van het verschil in onderwijsscore tussen de jaren 2019 en 2020 weer per methode van imputatie van onderwijsscores. Direct bepaalde onderwijsscores, dit betreft zo’n 94% van alle onderwijsscores, fluctueren relatief weinig van jaar op jaar. Dit komt doordat deze onderwijsscores alleen over de jaren kunnen variëren indien tenminste een van de modelvariabelen verandert. Geïmputeerde onderwijsscores veranderen relatief veel over de tijd vanwege de gebruikte imputatiemethodiek, ook indien de beschikbare omgevingskenmerken geen veranderingen over de tijd laten zien.
