Childcare benefit continued to rise in 2025
- In 2025, 68 percent of childcare costs were reimbursed, compared with 65 percent in 2024.

A total of 719 thousand parents received a childcare benefit and nearly 1.1 million children were in childcare in 2025. Childcare costs for benefit recipients were 10,510 euros on average, 68 percent of which was reimbursed. In 2024, this was 65 percent. This is according to figures from Statistics Netherlands (CBS) published in its National Youth Monitor based on figures from the Tax Administration of the Netherlands.
In 2024 and 2025, childcare benefit was raised as part of the government’s efforts to make childcare more affordable. In 2024, this mainly involved an increase in the maximum hourly rates for which the childcare benefit can be claimed, and in 2025, an increase in the reimbursement rates. As a result, the proportion of costs reimbursed to parents rose from 64 percent in 2023 to 68 percent in 2025.
The central government sets an annual maximum hourly rate for formal childcare. Parents can apply for childcare benefit for costs up to this hourly rate. However, childcare organisations are free to set their own hourly rates. If these exceed the maximum hourly rate, parents have to pay the remainder themselves. Parents with children in childcare paid an average of 3,340 euros out of their own pockets in 2025. This amount was made up of a personal contribution of 2,860 euros, based on the maximum hourly rate set by the central government, and an additional personal contribution of 480 euros to cover costs exceeding the maximum hourly rate.

63 percent of parents pay more than the maximum hourly rate
In 2025, 63 percent of recipients of childcare benefit paid more than the maximum hourly rate for at least one child. This proportion varies by region: it is highest in Utrecht and Noord-Holland, and lowest in Fryslân and Groningen.
In the municipalities of Nunspeet, Bloemendaal, Houten and Midden-Delfland, nearly 90 percent of parents pay more than the maximum hourly rate. On the Wadden Island of Ameland, this applies to fewer than 10 percent of parents. This figure is based on the municipality where the benefit applicant lives, not the municipality where the childcare is provided.

Parents on higher incomes pay more out of their own pockets
The amount of the childcare benefit depends on the parents’ income, the number of children they have in childcare and the type of childcare. Parents on higher incomes pay a larger proportion of the costs themselves.
In 2025, parents in the first income quintile (the lowest income group) paid an average of 1,190 euros out of their own pockets for childcare, which is 11 percent of the total costs. Parents in the fifth income quintile (the highest income group) paid an average of 5,950 euros out of their own pockets for childcare, or 51 percent of the total costs.

Fewer children with childminders
In 2025, a total of 11 thousand more children were in childcare than in 2024. This increase was entirely due to more children being cared for at childcare centres, both day care and out-of-school care. Over 520 thousand children were in day care and 575 thousand children were in out-of-school care in 2025.
The number of children being looked after by registered childminders has continued to fall. The number of children in out-of-school care provided by childminders fell to 31 thousand in 2025, a decrease of 4 thousand compared with 2024. In day care, 64 thousand children were looked after by childminders, 6 thousand fewer than in 2024.
