Growth of housing stock slows for third year in a row
A total of 69 thousand newbuild homes were built in 2025. A further 11 thousand homes (on balance) were added to the housing stock as a result of other forms of development. This includes buildings that were converted into homes, existing dwellings that were split or merged, and other types of conversion.

In addition to these new homes added to the housing stock, some homes were demolished. A total of 9.5 thousand homes were demolished in 2025. Overall, the Netherlands’ housing stock increased by 70 thousand homes to over 8.3 million homes - an increase of 0.9 percent.
Construction permits for newbuild homes down by 8 thousand
Construction permits were issued for almost 86 thousand new homes in 2025. Even though more permits were issued in the last two years than in the preceding five years, this has not led to an immediate rise in the number of newbuild homes completed. It is taking ever longer to complete a new home after a construction permit has been issued. What is more, some construction permits are later revoked. Since 2019, this has occurred in the case of around 5 percent of permits.

Largest number of newbuild homes completed - and permits issued - in Noord-Holland
The province of Noord-Holland saw the most new homes built in 2025, as well as the most construction permits issued. More permits were issued than newbuild homes were completed in every province except Overijssel and Zeeland.

New homes built per municipality
Amsterdam saw the most new homes completed - a total of 8.1 thousand. The addition of these new homes means that Amsterdam now has 494 thousand homes. The city of Utrecht added the second-highest number of new homes, at 2.8 thousand.
In relative terms, the municipality of Kapelle in Zeeland saw the largest increase in the number of homes in 2025. A total of 260 homes were built there, representing an expansion of 4.7 percent of Kapelle’s housing stock.
