What does the survey entail?
Purpose
The price index for existing owner-occupied homes (or PBK in Dutch) reflects changes in prices of existing owner-occupied homes sold. Homes must be located on Dutch territory and sold to a private person in order to be included.

Price indices for existing owner-occupied homes are available from January 1995 onwards. The PBK is available monthly at the national level, and quarterly for 12 provinces, 4 major municipalities (Amsterdam, Rotterdam, The Hague and Utrecht), 40 COROP regions and 5 types of dwelling.

How is the survey conducted?
Survey type
This index is the result of cooperation between Statistics Netherlands (SN) and the Netherlands Land Registry and Cadaster (Kadaster). The Land Registry registers all sales of real estate in the Netherlands. When a home changes hands, the Land Registry records transaction price, address and transfer date. The type of dwelling is derived from the Register of Addresses and Buildings (BAG). This information is linked to the most recent official valuations (the WOZ value) that are known to Statistics Netherlands. The index is then calculated by comparing the transaction prices in the period under review to the most recent WOZ values for the homes sold. The index formula includes a factor to correct for any undervaluation or overvaluation in the WOZ values. The calculation method used is known as the Transaction Price Appraisal Ratio (SPAR) method.
Unless the land is let on a long lease, it is included in the transaction price. The survey does not include the following types of homes:
- Caravans and houseboats (not real estate)
- Non-autonomous units, e.g. student houses and nursing homes
The price index is published in four different tables.
1. PBK of the Netherlands per month, quarter and year.
2. PBK by region. Price indices are compiled for the following regional levels:
- The Netherlands
- Four regions of the country
- Twelve provinces
- Four largest cities
3. PBK by COROP region.
4. PBK by type of dwelling.
- Total homes (includes all types of dwellings)
- Single-family homes (all types of dwelling excluding apartments
- Terraced houses
- Corner houses
- Semi-detached houses
- Detached houses
- Apartments
- Unknown
In all tables, index changes compared to the previous period, and index changes compared to the same period in the preceding year are published for each category. In addition, the sales numbers, the average transaction price and total value of dwellings sold are published. Of the sale numbers, the changes with respect to the previous period and the same period a year earlier are also published. The average transaction price may differ from the price index for homes Statistics Netherlands and the Netherlands Land Registry. However, changes in the average transaction price are not an indicator of the price of existing homes.
