Early estimates of energy balances

This report describes how we can collect data for the, early, Eurostat mini questionnaires on energy and how it is possible to derive from these questionnaires an energy balance half year earlier compared to the existing method.

In international energy statistics the main lines of the energy balance is available about one year after the reference year. The European Commission needs earlier data. Therefore, Eurostat developed, after consultation of energy statisticians from the member states and using experiences from the mini-questionnaires used by the international energy agency (IEA), a new set of questionnaires to collect the data needed.

Statistics Netherlands tested these new questionnaires by adapting the data collection methods and conversion tools and by filling-in the new mini-questionnaires. The energy balance derived from these mini-questionnaires was compared with energy balanced derived from the existing questionnaires collected half a year later. This project was supported by a grant from Eurostat.
