Sampling methods to better spread the response burden for small businesses

Simulation studies of sampling methods to spread or reduce response burden faced by businesses through participation in CBS surveys.
In response to a letter of complaint from the business community, CBS started a pilot to prevent, as far as possible, businesses from being sampled disproportionately often. Several pragmatic sampling strategies were applied with the aim to reduce the response burden of these businesses. In this paper these methods and additional sample coordination methods are studied through simulation studies and practical recommendations are derived for sampling businesses.
