No change in incidence of theft and violent crime

The percentage of people who were the victims of traditional forms of crime (such as burglary, theft, vandalism or violent crime) remained unchanged in 2025 at 20 percent. Between 2021 and 2023, this share was on the rise, particularly in the case of violent crime. Prior to that, it had fallen for ten years. This is reported by Statistics Netherlands (CBS), based on the 2025 Safety Monitor, a survey of people aged 15 and older that is carried out every two years.

The figures on crimes that were reported to the police show a very similar picture. In 2025, the police received approximately the same number of reports of traditional crimes as in the preceding years.

In 2025, 20 percent of people aged 15 and older said they had been the victim of some form of traditional crime in the previous twelve months. This amounts to approximately 3 million people. The crimes involved were most likely to involve property (11 percent), followed by vandalism and violent crimes (both 7 percent). For all types of crime, the share of the population who experienced them in 2025 was the same as in 2023, but higher than in 2021.

Police also recorded around the same number of crimes

In 2025, the police recorded approximately the same number of traditional crimes as in 2023 and 2024. However, there were slight differences between the different types of crime. Incidents of theft, embezzlement and burglary fell by 3 percent compared to 2023, while incidents of vandalism and criminal damage rose by 2 percent. The number of violent offences and sexual offences also increased, by 9 percent.

Most 'traditional' crimes take place in larger cities

Most of the victims of traditional forms of crime live in highly urbanised municipalities: 29 percent, compared to 13 percent in non-urbanised municipalities.

The police in Amsterdam recorded the highest rate of traditional forms of crime in 2025, at 63 incidents per thousand residents. Next were Utrecht (54 incidents per thousand residents), Eindhoven (52) and Rotterdam (50). Staphorst (6 incidents per thousand residents), Hattem, Dalfsen and Tubbergen (all with 7 incidents per thousand residents) recorded the lowest rates of crime.

More people affected by fraud involving online purchases

In 2025, 17 percent of people aged 15 and older said they had been victims of online crime in the previous twelve months. This was slightly more than in 2023, but the same as in 2021. However, more people were affected by online fraud (such as scam websites) than in previous years. There was a particular increase in purchase fraud, where goods or services were ordered and paid for but never delivered. Hacking, on the other hand, was less common than in 2021.
