A working person is defined as living in poverty if they are part of a household in poverty: a household that has insufficient funds to cover its basic needs. A household (including its members) is defined as being in poverty when, after subtracting fixed expenses for housing, energy and health care, the household does not have enough money left over for other basic needs. ‘Money’ here mean income, savings and other assets that can be used directly.
Additional indicators used in relation to poverty include length of time below the poverty line, debt problems and people’s own perception of their financial position.
