The emissions associated with land use changes concern more or less CO2 storage in vegetation. With additional forest planting, more CO2 is stored and that counts as negative emissions. It also applies the other way around. If green areas disappear, for example due to new buildings, less CO2 is stored. That counts as positive emission.
