Since 1 October 2004, the Measure Inrichting Stelselmatige Offenders (hereafter ISD measure) has been in force. The ISD measure is intended for adult offenders who frequently come into contact with the police. If these active habitual offenders are imposed the ISD measure, they can be detained in a special ISD institution for a period of up to two years.
