Cramped or overcrowded living space

A dwelling is considered overcrowded when the occupying household cannot avail of at least a number of rooms equal to:

One for the entire household
One for each couple in the household
One for each single individual aged 18 or older
One for every two single individuals of the same sex aged 12-18
One for each single individuals aged 12-18 not falling in any of the above categories
One for every two children below the age of 12
