Governing bodies only managing special schools. Special primary schools as referred to in the Primary Education Act (WPO) are not included. Special schools often co-operate in a school governing body, but occasionally they co-operate with primary and secondary schools in regular education. Hence, one school governing body can cover various types of schools.
