Nationality

Nationality is the status of belonging to a particular nation by origin, birth or naturalisation. 
Certain priority rules apply to avoid double counting. People with dual nationalities are granted only one nationality. If one of the nationalities is Dutch, these people are regarded as Dutch. For people who have several foreign nationalities, the following order applies: nationality of one of the countries of the Benelux, nationality of a member state of the European Union, other European nationality and non-European nationality. Persons without nationality are defined as stateless.

In this article, the country of residence of a student is irrelevant. Irrespective of nationality, students can live in another country on a temporary or permanent basis (e.g. Germany or Belgium).
