What does the survey entail?

Purpose

The purpose of this survey is to collect data on the number of pupils in primary education, special primary education, and special schools, based on the characteristics of the target population.
Special primary education (SBO) provide learning programmes to children who require support with their learning or who have mild behavioural needs.
Special schools (SO) for primary and secondary education provide learning programmes to children who require intensive supervision. For example, because they have a disability, chronic illness, or disorder.

Target population

All pupils in state-funded primary education, special primary education, and special schools.

Statistical unit

All pupils including those with a cultural minority background and with special needs. Data on pupils with a cultural minority background is available until school year 2010/’11. Schools can request additional financial resources for pupils with special needs, as classified by the Ministry of Education, Culture and Science (OCW).

Date/year survey started

Since school year 2010/’11, a time series has been published in StatLine for all three forms of primary education with data on origin, disadvantage, cluster, and region of residence of pupils. Also, since school year 2000/’01, a time series has been published for all three forms of primary education with data on the pupils’ age and school region.Between the 1991/’92 and 2013/’14 school years, a time series was published for all three forms of primary education with data on the pupils’ cultural minority background, special need, age, and type of disability. These tables are no longer published.

As soon as provisional or definitive figures are available for a new school year, the existing StatLine tables are updated.

How is the survey conducted?

Survey type

Since the 2010/’11 school year, data on pupils in state-funded primary education, special primary education and special schools has been based on register information at an individual level.
Before 2010/’11, the data was based on an aggregated census of pupils in state-funded primary education, special primary education, and special schools at school level.

Data collection method

The figures are based on the Education Database Register (BRON). This database includes individual information on pupils, students, and examination results in state-funded education. It is managed by the Education Executive Agency (DUO), that collects the data from educational institutions. DUO converts this information into single-number datasets and shares them with Statistics Netherlands (CBS). CBS uses the single-number datasets to determine the number of pupils and students.
The Education Database Register is based on the citizen service number (BSN) of pupils, students, and graduates, which allows CBS to link it with other registers at individual level of, such as the Municipal Personal Records Database (GBA) and, as of 2014, the Basic Registration of Persons (BRP). The tables therefore include data from the Municipal Personal Records Database and Basic Registration of Persons on the pupils’ gender, age, origin, and region of residence.

Respondents

DUO provides data on primary education to CBS.

Checking and correction methods

DUO checks all the data they receive from their respondents (institutions) for internal consistency and completeness. If necessary, the data is improved in consultation with the respondents. Specialists at CBS also check the data upon receipt. If necessary, the data is improved in consultation with DUO.

Quality of the results

Accuracy

The provisional figures typically differ less than 2 percent from the definitive figures. The definitive figures are accurate.

Sequential comparability

The data on pupils is comparable over time. Appropriate education was first introduced in the 2014/’15 school year. Since then, all schools in the Netherlands have a duty of care to offer all pupils a place at school that suits their talents and learning capabilities. From that year onwards, data on pupils in special schools is shown only by cluster instead of by cluster including the type of disability. As of the 2010/'11 school year, data on pupils with a minority background is no longer registered. In 2006/'07, CBS started using a new weighting system. The criterion for allocating additional funds to a primary school has since been the parent(s)’ level of education. The "old" criteria of ethnicity and occupation are no longer used.
