Lifecycle of dwellings and non-residential stock

What does the survey comprise?
Purpose
This statistic describes the entire life cycle of residential and non-residential accommodation objects: from building permits, construction start, new construction, addition to existing buildings, to demolition or withdrawal. For each month, it describes how many dwellings and non-residential objects are counted as part of the stock, and how many changes take place in the stock – such as new construction and demolition.

All accommodation objects (dwellings and non-residential buildings) in the Netherlands.

Publication strategy
Every month (until March 2026), all data are redetermined with the most up-to-date source data, and all data will be further provisional. The final data for 2015-2025 will be published in March 2026. After that, within the current reporting year, all data for that year will be redetermined each month with the most up-to-date source data, and will be made provisional each month.

The observations are based on information that is provided electronically from the National Facility for the Basic Registration of Addresses and Buildings (LV BAG) by the Kadaster (national land registry). Municipalities provide the data to the LV BAG.

Checking and correction methods
For each accommodation object, the timeline of records (changes in the BAG with regard to status, among other things) is filtered to minimise administrative noise. The outcome of this process is that for each accommodation object per month, only one record remains in the timeline (the so-called record filter). The same method is used for buildings. After processing the data, it is ensured that there is always a maximum of one mutation per object per month. If two mutations occur in a month (this can still very rarely happen despite the record filter), only the last one is kept. Besides this filter, the BAG source data is not further checked or corrected for accuracy.

Accuracy
CBS does not check for completeness, this responsibility lies with the municipalities. CBS does not estimate incomplete data. CBS does not check for non-response.
Sequential comparability
In principle, the data are sequentially comparable.
Quality strategy
During the monthly processing, an extensive check is carried out on the statistical quality of the data. Among other things, it is tested that the opening position of a period corresponds to the closing position of the previous period, and whether the balance of mutations corresponds to the change in stock.
