What does the survey comprise?
Purpose
The purpose of the statistics on the Donor Register is to provide figures on the registration in the Donor Register of the Dutch population aged 18 and over.

Starting date
The statistics on the Donor Register have been produced in their current form and with the current output since 2022, under the new donor legislation Donor Act | CBS. It is a continuation of the statistics published between 2014 and 2021 under the old donor legislation Het donorregister, wie doet mee en wie niet? | CBS.

Observation method
Once a year, Statistics Netherlands (CBS) receives a 'snapshot' of the Donor Register, namely on 1 January of the current year. The Donor Register contains the entire Dutch population aged 18 and over. People are now automatically registered as having 'no objection to organ donation', unless they indicate a different choice. Other choices people can make are: 1) consent (without organ or tissue restrictions), 2) consent with organ or tissue restrictions, 3) no consent, 4) family or partner decides, 5) another designated person decides. CBS links background characteristics to this file, such as sex, age, origin, and place of residence.
Children aged 12 to 18 who make an explicit choice are also included in the Donor Register. If they do not indicate a choice, they are not automatically registered as having 'no objection' in the register. These data are not published on StatLine.
Respondents
In early January, CIBG (the executing organization of the Ministry of Health, Welfare and Sport) uploads a snapshot of the Donor Register (reference date 1 January) to the secure CBS upload environment.

Before and after linking the background characteristics, the data are checked for errors and inconsistencies based on established rules and criteria.

What is the quality of the results?
Accuracy
CBS is dependent on the data delivered by CIBG/VWS. Throughout the entire process, the data are checked for errors and inconsistencies based on established rules and criteria. During the analysis phase, manual checks and a plausibility analysis are also carried out.
Sequential comparability
The data are comparable over time up to 2022. Prior to that, the figures were based on the old donor legislation, under which only the population aged 12 and over who made an explicit choice was registered.
Quality strategy
CBS checks for completeness, internal consistency and plausibility of the figures.
