The dual-status system

On 12 June 2026, new legislation was passed in the Netherlands: the Act on the Introduction of the Dual Status System was passed. The new legislation aims to ease the pressure on the Dutch asylum system and reduce the number of asylum seekers and family members arriving in the country. The system of permanent residence permits for asylum seekers has been ended. Now, a distinction is made between refugees (A status) and those granted subsidiary protection (B status, such as people fleeing war). Those granted subsidiary protection are subject to stricter rules on family reunification (family members joining them).
