In the EU Renewable Energy Directive (RED III), the manufacturing sector is defined as sections B (mining and quarrying), C (manufacturing, including refineries), and F (construction) in the European Classification of Economic Activities (NACE), supplemented by data centres. This definition differs from the definition of industry used in standard energy statistics and, within RED III, applies only to targets related to industry, not to the other targets.
Another difference compared to the other targets within the RED is that for manufacturing, both gross final energy consumption and non-energy use included in the calculations. For all other components of the RED, non-energy use is not included.
