Nationality

Nationality refers to legal citizenship of a particular state. A person may have multiple nationalities. In order to avoid double counting in statistical overviews, only one nationality is assigned to those with more than one nationality. Priority rules are set for this purpose. This means that people of Dutch nationality are always considered as Dutch citizens in the statistics. For people who are of non-Dutch origin, the order is: nationality of one of the Benelux countries, nationality of a state within the European Union, other European nationality, non-European nationality.
Persons who have no nationality are stateless.

Students in higher education

Students in higher education in the Netherlands refers to students enrolled in government-funded higher education institutions (Higher Education | CBS). This is regardless of the country where the prior education was completed, which is why these figures differ from the table: Higher education; international students, nationality, in which only students of Dutch nationality and non-Dutch prior education are counted as international students.
