Estimated size of the electorate in the Netherlands

Residents who hold Dutch nationality and are 18 or older are eligible to vote in the elections to the Dutch House of Representatives, provided they have not been excluded from doing so. The latter occurs only in exceptional cases when a court finds somebody guilty of having committed certain specific crimes, such as using forged election documents. To estimate the number of inhabitants who are eligible voters on 29 November 2025, Statistics Netherlands used provisional population figures from 1 October 2025. These figures are based on the population data available to Statistics Netherlands concerning the period up to mid-September.

Population data will continue to change between early October and election day. Between 1 August and 29 October, an estimated 39 thousand people will die, for example. During the same period, an estimated 47 thousand young people will turn 18 and thus become eligible to vote. It should be noted that these have been included in the estimate of the number of young people eligible to vote for the first time. Dutch citizens living abroad may decide to return to the Netherlands, and other residents may be granted Dutch citizenship during this period. These changes do not play a role in the estimate of the voting population.

Dutch nationals living in the Caribbean Netherlands are also entitled to vote. This group is estimated to number around 18.5 thousand. Dutch nationals who are resident in other countries can register to vote in The Hague (municipality). On 26 September, 135 thousand of them had done so. These groups have not been taken into consideration for this report; nor have other groups not in the population register, such as diplomats or NATO military personnel.
