Ukrainian refugees

CBS bases its estimate of the number of resident Ukrainian refugees on the Personal Records Database (BRP), reference date 1 May 2025. The figures include Ukrainian refugees who arrived in the Netherlands after 24 February 2022 (start of the war in Ukraine) and were still registered in the BRP on 1 May 2025. This population only includes persons with Ukrainian nationality. In this news article, persons with non-Ukrainian nationality, with Ukraine as the country of origin, and for whom the Temporary Protection Directive will be phased out as of 4 September 2025, are not included in the population. People may have left the Netherlands without having removed their name from municipal registers, so the number of residents may be overestimated and the percentage of people in employment may be underestimated.

The employee data have been taken from the administrative records of the Employee Insurance Agency (UWV), which is based on all payroll tax returns filed with the Netherlands Tax Administration. This has been pseudonymised and has a reference date of 30 April 2025. All Ukrainian refugees in paid employment in the Netherlands are included in these administrative records. The figures shown here are the result of linking the administrative records and the Personal Records Database. This way, the labour market position can be studied at the individual level using characteristics from the BRP (e.g. sex and age).
