Underconsumption is measured by comparing a household's energy consumption with expected consumption based on the characteristics of the dwelling and the number of occupants. Only low-income households that live in energy-inefficient homes (LILEK) were taken into account, because these households are likely to consume less energy in order to reduce their bills.
