The 2019-2024 research programme on Energy Poverty in the Netherlands is part of the multi-annual National Energy Poverty Research Programme, which is conducted by the Organisation for Applied Scientific Research (TNO) in partnership with the ministries of the Interior and Kingdom Relations (BZK), Social Affairs and Employment (SZW), and Economic Affairs and Climate (EZK), the provinces of Noord-Holland, Zuid-Holland, Flevoland and Noord-Brabant, Netherlands Enterprise Agency (RVO), the Association of Netherlands Municipalities (VNG) and Statistics Netherlands (CBS).
In addition, every year CBS publishes the Energy Poverty Monitor on behalf of the Ministry of Climate and Green Growth, a set of tables and microdata containing the latest information available on the affordability of energy costs for households. Because the data required is only available 14 months after the end of a reporting year, the most recent monitor relates to 2023. TNO has used this microdata to calculate the figures for 2024.
