Provisional estimate

The provisional estimates of energy poverty for 2024 should be interpreted with caution. Due to a lack of individual data on energy consumption, income and home sustainability in 2024, we have estimated energy poverty on the basis of household data from 2023. This data has been updated as accurately as possible on the basis of general trends in income, energy consumption and energy prices in 2024.

TNO’s provisional estimate of the share of energy poverty in 2023 was 4.8 percent. Based on microdata for 2023, Statistics Netherlands (CBS) was able to calculate the share for 2024, which was 4.0 percent. This indicates that any provisional estimate, despite the cautious assumptions on which it is based, is inevitably subject to uncertainty.
