Energy allowance

Households on incomes up to 120 percent of the social minimum were eligible for the energy allowance in 2022. This was a one-off allowance of, in principle, 1,300 euros per address paid by municipalities. In some municipalities, the income threshold was set slightly higher, and/or an additional 500 euros was also paid out in 2023 in addition to the 2022 energy allowance. The effect of the energy allowance was not measured directly in the source data, but is an estimate. For all municipalities, this estimate took into account the income limit applied in relation to the social minimum, the application of of a limit on assets, differences in the amount paid and differences in age limits.

The energy allowance was allocated to all households that were entitled to it. However, not all those who were entitled to the allowance applied for it, and the estimate may therefore be an overestimate. Welfare recipients did not have to apply for the energy allowance themselves; it was paid to them automatically by their municipality.

Additionally, in November and December 2022, all households in the Netherlands that consume small amounts of energy received a discount of 190 euros on their energy bills (380 euros in total).
