Unused labour potential
- Unemployed persons - persons who are not in paid employment, have been looking for work recently and are available for work immediately.
- Semi-unemployed persons - persons who have been looking for work recently but are not available for work immediately, or vice versa - persons who are available for work at short notice but who have not been looking for work recently.
2) Persons in paid employment:
- Underutilised part-time workers: individuals working part-time who want to work more and are available to do so at short notice. Eurostat, the statistical office of the European Union, describes unused labour potential as ‘labour market slack’. The International Labour Organisation (ILO) uses the term ‘labour underutilisation’ . Both organisations also use the descriptions ‘unmet demand / need for employment’. Semi-unemployed persons are referred to as ‘potential additional labour force’ by Eurostat and ‘potential labour force’ by the ILO.
