Ukrainian refugees

CBS bases its estimate of the number of resident Ukrainian refugees on the Personal Records Database (Basisregistratie personen), reference date 1 October 2023. The figures include Ukrainian refugees who arrived in the Netherlands from 24 February 2022 (start of the war in Ukraine) onwards and were still registered in the Personal Records Database on 1 October 2023. This number includes persons with Ukrainian nationality only. Those with non-Ukrainian nationality with Ukraine as their country of origin and for whom the Temporary Protection Directive will be discontinued as of 4 March 2024 are not included in this number. Because people may have left the Netherlands without officially deregistering, there may be an overestimate of the number of residents and therefore an underestimate of the percentages in education and employment.

The employee data have been taken from the administrative records of the Employee Insurance Agency (UWV), which is based on all payroll tax returns filed with the Tax and Customs Administration. The data from these administrative records have been pseudonymised and have a reference date of 1 October. All Ukrainian refugees who are in paid employment in the Netherlands are included in these administrative records. The figures shown here are the result of linking these administrative records and the Personal Records Database. In this way, the labour market position can be studied at an the level of the individual using characteristics from the Personal Records Database (e.g. sex and age).

Information on participation in education comes from the records of the Ministry of Education’s executive agency, Dienst Uitvoering Onderwijs (DUO). This concerns young people who were enrolled at a state-funded educational institution on 1 October 2023, and includes the following types of education: primary education, secondary education, secondary general education for adults, secondary vocational education and higher education. The figures shown here are the result of linking the data from DUO with data from the Personal Records Database.
