More excess nitrogen due to poor harvest, but less nitrogen in manure

Excess nitrogen from agriculture rose by nearly 13 percent in 2024, to reach a total of 295 million kilograms. This was mainly due to a smaller harvest of wheat and other crops, which meant that less nitrogen was taken up by crops. However, 3 percent less nitrogen was excreted in livestock manure. The nitrogen surplus is less than half what it was in 1990. This is according to the most recent figures on the nutrient balance in agriculture from Statistics Netherlands (CBS).

The agriculture sector used 3.9 million kilograms of plant protection products in 2024, a decrease of more than 22 percent since 2020. Usage per hectare was 5.6 kilograms, down from 7.1 kilograms in 2020. Fewer pesticides were used to control fungi, weeds and insects, and the use of pesticides in the cultivation of lilies more than halved in that period. This is according to new figures from Statistics Netherlands (CBS) on the use of pesticides and plant protection products on 44 different agricultural crops.

Emissions of air pollutants in the Netherlands already meet European environmental targets. Last year, emissions of nitrogen oxides and particulate matter, for example, were below the emissions limit that will apply from 2030. This is partly because motor vehicles are becoming ever cleaner. This is according to figures released by Statistics Netherlands (CBS) and the National Institute for Public Health and the Environment (RIVM)/Netherlands Pollutant Release and Transfer Register.

Well-being is higher among men than among women

Well-being among women is less high than it is among men, on average. The biggest differences are in the areas of paid work and perceived health. Women are also slightly less likely to be satisfied with the work that they do, less likely to trust other people and government institutions, and more likely to experience the adverse effects of environmental pollution. Additionally, people aged under 35 have lower well-being than those in the higher age groups. These are two of the findings presented by Statistics Netherlands (CBS) in its Monitor of Well-being and the Sustainable Development Goals 2025.

The resources required to enable consumption in the Netherlands totalled 561 megatonnes in 2022, which corresponds to 87 kilograms per person per day. That was less than in the previous year, but still higher than in 2014. Prior to 2014, the consumption of resources was falling. Global greenhouse gas emissions attributable to consumption in the Netherlands (i.e. the greenhouse gas footprint) rose slightly over the last year, returning to the same level as 2014.
In 2024, renewable energy accounted for 19.8 percent of gross national energy consumption in the Netherlands. That was an increase from 17.4 percent in 2023. This increase is mainly because new offshore wind turbines came into service and more biodiesel was used in road vehicles. The share of renewable energy in total energy consumption has more than doubled over the past five years. This is according to provisional figures from Statistics Netherlands (CBS).

High quality of life today still comes at the expense of future generations

The Netherlands is a country where people are generally satisfied, trust one another and enjoy a high and increasing level of material well-being. But there are issues too. For instance, there are plenty of jobs, but work pays less well than it used to, in relative terms. The housing shortage also continues to grow. And, once again this year, the high level of well-being that we enjoy today comes at the expense of future generations. The earning power of the economy is declining, the pressure on the natural environment remains high, and the viability of the welfare state and the quality of public institutions are also under pressure. This is according to the Monitor of Well-being and the SDGs 2025, which Statistics Netherlands (CBS) presented to the Dutch House of Representatives on 21 May. The English version of the Monitor of Well-being will be published in July.

The Netherlands’ butterfly population declined by 56 percent between 1992 and 2024. There was a downward trend for ten consecutive years, and in 2024 numbers reached their lowest level since records began. In recent years, common species such as the common blue and cabbage white have been observed less frequently.
Between 2015 and 2022, the tourism sector contributed an average of 4 percent to the value added of the Dutch economy. However, the sector’s share of drinking water, biomass and energy usage and greenhouse gas emissions was higher than its contribution to the economy during this period. At the same time, the sector's share was actually lower for other forms of environmental impact, such as waste generation and emissions of particulate matter.
The total value of ecosystem services in 2022 was over 15 billion euros, 50 percent more than it was in 2013. Ecosystem services are provided by nature, such as the production of timber and food, cooling in urban areas or a green environment in which to relax. The value of cultural ecosystem services such as tourism and recreation has seen a particular increase. The benefits of ecosystem services far exceed the amounts we spend on managing natural areas. These are the main findings of the Natural Capital Accounts, which Statistics Netherlands (CBS) has developed in partnership with Wageningen University & Research (WUR).

In 2023, the agricultural nitrogen surplus decreased by 14 percent year on year to a total of 265 million kilograms. This level had not been this low since 1990, when statistical records were first kept. This is evident from the national nutrient balance calculated by Statistics Netherlands (CBS).
In 2023, the average carbon tax rate in the Netherlands was 88 euros per tonne of carbon dioxide emitted. There are large differences in carbon taxes between users of fossil fuels. For instance, households paid a tax rate per tonne of carbon dioxide emitted that was 2.5 times higher than businesses. A number of energy-intensive businesses are taxed very little for their carbon dioxide emissions. Statistics Netherlands (CBS) reports this in their research report entitled Effective Carbon Rates by Manufacturing Industries and Household Consumers in the Netherlands. This research has been funded by the European Union as part of the European Green Deal.

Increase in household waste collected in 2023

Dutch municipalities collected 8.1 billion kilogrammes of household waste in 2023, around half a percent more than in 2022. That was an average of 456 kilograms of waste per head, slightly less than the previous year. This reflects that fact that the population has grown faster than the total amount of waste produced. The amount of green waste collected went up, while residual household waste and glass packaging actually decreased. Statistics Netherlands (CBS) reports this based on newly released figures.

More nitrogen and phosphorus removed during sewage treatment

In 2022, Dutch sewage treatment plants processed 1.81 billion cubic metres of sewage water, the equivalent of more than 70 thousand Olympic-sized swimming pools filled with water. These treatment plants removed more nitrogen and phosphorous from wastewater than in the previous year. Residual discharges of these chemical elements into surface water were also lower than in 2021, but the level of medicine residues is gradually increasing as a result of the ageing population and population growth. This is according to figures released by Statistics Netherlands (CBS) and the Netherlands Pollutant Release and Transfer Register (PRTR).

The total quantity of nitrogen excreted in animal manure in 2023 was 464 million kg. That was 26 million kg below the nitrogen emission ceiling for that year. The total quantity of phosphate excreted was 147 million kg, which was 3 million kg below the relevant ceiling for 2023. However, the volumes produced in 2023 still exceed the new ceilings that will take effect in 2025. Statistics Netherlands (CBS) reports this based on the definitive figures on the excretion of minerals by livestock in the Netherlands.

Today’s well-being increasingly comes at the expense of future generations

The Netherlands remains a prosperous country and a relatively cohesive society. However, for years our well-being in the ‘here and now’ has come at the expense of opportunities for future generations (‘later’) and the chances that people living elsewhere in the world have of achieving similar levels of well-being (‘elsewhere’). Natural capital, in particular, is on the decline in terms of both quantity and quality. In spite of the gradual greening of the Dutch economy, the challenges around nature and climate remain urgent. In addition, many systems required for the success of future well-being are faltering. The way in which well-being is distributed also means that the youngest age groups have the least favourable outcomes. If current trends continue, the next generation will achieve lower levels of well-being. These are among the findings of the Monitor of Well-being and the SDGs 2024 presented by Statistics Netherlands (CBS) to the Dutch House of Representatives on 15 May (Accountability Day). The English version of the report will be published in July.

Breeding bird populations in the Netherlands were over 28 percent higher in 2023 than they were in 1990, on average. A total of 92 species out of 185 increased in number, 83 declined, and nine were stable. The population trend for one species was uncertain. The largest increases were seen in marshland and freshwater birds, such as great egret. The steepest decline was observed among farmland birds, such as black-tailed godwit.
In 2023, young people aged 18 to 24 were found to adopt a less climate-conscious lifestyle than people in older age groups. Young people are also more likely to display less environmentally friendly behaviour, such as travelling by air more often. When it comes to experiencing flight shame, however, they are no different from people in most other age groups. Statistics Netherlands (CBS) reports this in the context of the National Youth Monitor on the basis of figures from the 2023 Perceptions survey.

Among statisticians and more broadly, the use and interpretation of monetary values of environmental stocks and flows in the measurement and assessment of the environment has long been a point of discussion and contention. This report provides guidance on how monetary ecosystem values based on SEEA EA framework are best interpreted and disseminated for statistical purposes. This was done by taking the results of the Dutch ecosystem accounts as an example, analyzing data for the period 2013-2021.

Material efficiency not enough to reduce CO2 emissions

The Dutch economy's carbon emissions increased over the entire period between 1970 and 2020. Emissions rose sharply until 2010, after which they started to decline. Before 2010, more efficient use of materials and raw materials and recycling had a mitigating effect on carbon emissions. Emissions nevertheless increased in that period due to strong economic growth. From 2010 to 2020, mainly energy savings and the increase in renewable energy played a role in the decline of CO2 emissions. This is evident from experimental research conducted by Statistics Netherlands (CBS).

Between 1995 and 2022, Dutch populations of 35 mammal species have increased by approximately 45 percent on average. For example, beavers and otters have increased substantially, spreading again across a large part of the country. In recent years, however, the average increase in these mammals has stalled. Common rabbits, root voles and hazel dormouses, among other species, declined in number or distribution over the past decade. This is evident from new figures released by Statistics Netherlands (CBS), in collaboration with the Dutch Mammal Society.
