Vehicle with a maximum speed of not more than 45 km/h, equipped with an internal combustion engine, with a cylinder capacity of not more than 50 cubic centimetres (according to the Dutch law) or an electric motor with a power not exceeding 4 KW.
These may be moped or scooter style vehicles. The scooter model has small broad wheels, and the driver's feet are placed between handlebars and saddle. Vehicles for the disabled are excluded.
