Phosphate rights trading system

The trading system for phosphate rights regulates the permitted amount of dairy cattle manure on the basis of phosphate rights. The number of registered tradable phosphate rights indicates the permitted amount of manure per dairy farm. This is determined on the basis of fixed standards.
The purpose of the dairy herd phosphate reduction plan is for phosphate production to remain below the enforced phosphate ceiling. The system only targets farms where dairy cattle are kept on a commercial basis (animal category 100, 101 and 102), because the dairy sector had grown significantly after abolition of the milk quota. This measure had led to excessive levels of phosphates beyond the production ceiling.
