Lower educated people have attained primary education, intermediate preparatory vocational education (vmbo) or level 1 of secondary vocational education (mbo-1) as their highest level of education. For medium educated people this is secondary vocational education (mbo), senior general secondary education (havo) or pre-university education (vwo). Higher educated people have attained higher vocational education (hbo) or academic education (wo) as their highest educational level.
