The emissions have been calculated pursuant to the guidelines which have been developed under the Kyoto Protocol by the Intergovernmental Panel on Climate Change (IPCC). The IPCC emissions from road traffic are calculated on the basis of the amounts of motor fuels sold in the Netherlands and not on the basis of the total mileage covered on Dutch territory. When motorists driving on Dutch territory buy fuels across the border, IPCC emissions in neighbouring countries will go up, while those for the Netherlands will go down. Statistics Netherlands does not have figures available on the extent of this effect.
