The capacity utilisation rate and manufacturers' opinions on their production capacity do not suggest a clear recovery of business investments. The decline in business investments occurred simultaneously with a low capacity utilisation rate in manufacturing industry. The rate was 80.6 percent in October. The number of manufacturers considering their own production capacity as too large was approximately equal to the number considering their capacity as too small.
