Situation prior to the introduction of the Wmo in 2007

Prior to the introduction of the Wmo, home help was included in the Exceptional Medical Expenses Act (AWBZ). Only institutions officially authorised to provide AWBZ care could provide home care. This type of care was purchased by health insurance companies at a price which hardly differed from the maximum price set by the Dutch Health Care Authority. It was next to impossible for new care providers to enter the market, so the free market principle did not work properly. The client in need of care could choose from a variety of care providers. Care-providing institutions were also more at liberty to select the type of care clients needed.
