Persons whose highest level of education is primary education or vmbo (preparatory secondary vocational education).
People who are educated at secondary level are graduated from mbo (secondary vocational education), havo (higher general secondary education) or vwo (preparatory university education).
Higher educated people have completed hbo (higher vocational education) or wo (university).
