Only persons who graduate from a higher education institution for the first time. Prior to the introduction of the bachelor/master system in 2002/’03, the higher vocational education system ‘old style’ prevailed or a university MA degree. In the following period, the old system was gradually replaced by the BA degree in higher vocational education and university.
